Current RP Rules

After attempting to sift through all the changes here in the forums, I propose that an effort be made to consolidate all the current RP rules and place them in a sticky here on the discussion board. That way, someone who wasn't here for all of the changes only has to read one thread to become current. Said thread could also easily be updated as any rules are changed, in order to keep it current.
